You wouldn’t expect anything other than all-out glamour from pop music’s reigning pinup girl, Katy Perry. And she didn’t disappoint at the June 26 Los Angeles premiere of her new film, Katy Perry: Part of Me, which chronicles her life during her 2011 California Dreams tour. Between her flawless ivory skin, retro cat eye and classic scarlet lips, she looked every bit like an Old Hollywood starlet. “When a woman wears red lipstick, she wants people to look at her. She’s definitely not shy,” says Mai Quynh, a makeup artist who works with Amber Heard and Miley Cyrus. Quynh gave us the lowdown on how to re-create Perry’s red-carpet style.

Step 1: Hide imperfections and create even and smooth skin by applying a moisturizing foundation. Try: Bobbi Brown Luminous Moisturizing Foundation. If your t-zone tends to get oily, apply a bit of powder. Skip it on the cheeks, however, so they stay radiant. Avoid blush, as well, since you want all off the attention on your eyes and lips.

Step 2: Sweep a shimmering flesh-toned eye shadow, such as L’Oréal HiP Studio Secrets Professional Crystal Shadow Duos in Darling, onto the entire eyelid—from lash line to brow—to create a neutral base.

Step 3: Define the crease with a matte caramel eye shadow. Try: Bella Amore Eye Shadow in Caramel Latte.

Step 4: Lay the tip of a black liquid eyeliner close to base of the lashes at the inner corner of the eye. Then pull the liner gently across the length of lashes. At the center of the lashes, the liner should graduate and thicken with an uplifting effect. Try: Stila Stay All Day Waterproof Liquid Eye Liner in Jet Black.

Step 5: Finish by curling lashes, and applying two coats of lengthening mascara on both the top and bottom lashes. Try: Maybelline Volum’ Express the Mega Plush in Blackest Black.

Step 6: Prep lips by blending a bit of foundation or a primer with silicone all the way around the lip line. This will prevent bleeding, without having to use a lip liner.

Step 7: Choose a creamy true red, such as Mark Lipclick Full Color Lipstick in Cha Cha, which Quynh says looks good on just about every skin tone. Apply one coat, straight from the tube. Then use blotting papers to absorb any excess color. Add a second coat, and lightly blot again.

Step 8: If you need to perfect the outer lip line, use a lip brush to create a polished finish.
