Here’s how to get the look.

Start With Foundation

NYC-based Makeup artist Katie Jane Hughes recommends starting off your icy look with a foundation base. After you’ve prepped and primed your skin, stipple on a matte foundation of your choice and blend throughout. She also provides a quick tip to anyone uncertain of creating such a dramatic wing: “If you’re doing your cat eye yourself, you would anchor your arm on a table and rest your pinky on your face somewhere.” To add some inner highlight and sparkle to the look, next, go in and tap some L’Oréal Infallible Paint in Aluminum Foil to your inner corner.
